Sorry but all I read is, that you want to take a terrible burst skill and make it a reliably hitting burst skill, that still is terrible.
The Problem with this skill, in my opinion, is that you use 3 adrenaline bars to cast a slow, relatively weak skill, that buffs you with fury, which most warriors already have almost permanently, because of signet of rage, for great justice, traits or runes.
Other burst skills have a certain benefit, like flurry´s immobilize, stuns, very high damage (axe and rifle) or AOE fields.
The greatswords burst skills does not have anything that makes it worth using, aside from the trait, that restores endurance, when you use burst skills (Building Momentum).
This skill needs either more damage or utility, to be worth using, and if I remember correctly, some devs said that it would be utility.
I´d suggest to give it an additional or new mechanic.
For example:
-lots of vulnerability stacks
-an aoe jump as a gap closer, like earthshaker
-might stacks, as this skill used to work
-another movement skill, like rush
-a sweeping AOE attack that inflicts lots of torment stacks
-a knock up behind yourself (I remember seeing this as the number 5 Skills from some beta video)
Just about anything that would give the burst skill a use and make it worth to give up adrenaline, which gives you benefits like, adrenahealth, berserker`s power, heightended focus or simply any other burst skills that has a use.

Rush needs to be reworked, to use ground targeting with a pbaoe at the end (always spends all adrenaline similar to lb), and then swapped with arcing slice. GS #5 would functions like arcing slice at 3 bars, with the same 20s CD.
arcing slice need change to be Whirling attack without fury or any buff only dps like : stage 1: 8 spin stage 2 :10 spin stage 3: 12 spin

Reliability is good enough. Fury is a nice bonus.
Situations where an enemy is escaping with a minuscule hp left, you can use Arcing slice to immobilize and destroy the last of the hp left.
Also, cleansing Ire synergizes with any reliable hp burst skills. You will be less dependent on combustion shot.

Buff dmg by 50% and call it a day (or scaling with power to match arcing arrow). Just imagine how cool its would be to hit a lil better without going full zerk

With so much on demand access to fury the gs burst does seem a bit redundant. Can almost guarantee it will never be changed to something else though, like mentioned above, about the only thing that would/could happen to it is a damage boost.
If it is a damage boost it would have to be rather significant to drop 15% over all damage until it recharges, and then would mimic/interfere with axe burst.
Even a simple change like on three bars of adrenaline the Arcing Slice has an 100% crit chance. Or a slight damage buff. Anything! It’s such an awesome, powerful looking animation put to waste right now.
The fury buff is there to partner the might on crit trait for the greatsword. It is there to give 100% fury uptime rather than 50-75%. I doubt fury will be replaced with anything else and I doubt it will get a straight upgrade (given how greatsword warriors can mash PVE with no skill whatsoever).

Experience brings me to think (even if I don’t have evidence with me) that GS doesn’t benefit much from power. I say this because once I tried a might-stacking build with GS, and damage was pretty underwhelming, even with 20 stacks.
I don’t know, maybe it was just my imagination.

Too bad gs auto is just like mace but without weakness on the end, the whole dps of gs sits into hb
