i misinterepted no longer reduce burst skill cd

Oooh. Well what they did is change it so that 1 point in Discipline gives +1% Burst Recharge Rate. So if you have 30 points in Discipline, you have +30% Burst Recharge Rate. Then they changed the Burst Mastery trait to “Burst skills do 10% more damage and cost less.”
