Brutal Shot Fine-Tuning Tips
Treb Master of the Shiverpeaks
The immobilize and the vulnerability by itself, is enough in PvE. What possible use can a forced backwards roll have in PvE? (or even a directional dodge?) What are we supposed to be afraid of there? I just don’t get it. It just makes location pointless and potentially dangerous.
A rifle is a ranged weapon. Why retreat? If anything we could use a fast closer to go with the immobilize instead.

Because pve isn’t all there is to this game?

If you cast it while standing, then jump before casting is done you will not dodge back. I think its working fine.

Didn’t try to imply that. The skill is fine in PvP.
But PvP isn’t all there is either.

It’s useful in PvE the same way whirlwind is useful – it’s an evade that does damage. Saved my life soloing champs.
Brutal Shot and Dual Shot are both dramatically under-tuned in terms of damage vs. speed. I can’t help but think they are actively trying to push classes like Warriors and Thieves away from using ranged weapons at all, so they nerf their DPS potential to the ground, but that doesn’t make any sense.
Instead, why don’t you find encounter-based ways to make melee weapons competitive (such as granting a defensive boost), so that people who like using ranged weapons can feel free to do so?

Which is paradoxical since, from a sPvP perspective rifle build is the only one that is somewhat effective, though cheesy as hell…
