Well, currently I am looking for a build that will allow me to get through my personal story and, yes, level up.
Replace Dolyak Signet with Signet of Stamina.
The extra dodge juice as well as total Condition cleanse is way better than a few extra bits of Toughness. Dolyak Signet is the worst.

Will that drop my survival capabilities? Since I no longer have the reduced incoming damage?
The “reduces incoming damage” line on the Dolyak Signet is essentially a obfuscating lie. All it really does is provide a moderate amount of Toughness.
Suffice it to say, there are better things to use, even with a full signet leveling build.

Would a sword/axe build be a terrible idea? Like if I build my traits up to inflict bleeding and what not?
So, being honest, I refuse to use a greatsword simply because I find the gameplay with one to be boring and lacking in variety.
I’ve chose to use dual axes instead. I’m only level 42 and the build I am currently running for strictly PvE only is as follows:
Strength: 4
Arms: 10, I
Defense: 10, II
Tactics: 0

Healing Signet, Signet of Fury, Signet of Might, Dolyak Signet, and Signet of RageI’m fairly new to the construction of builds. If there is any information I left out, feel free to ask, but I could certainly use some input.
I was running an Axe/Axe signet build for a while on the run up to Orr. They are pretty effective but I have switched it out to a stance build since.
If you are gonna stick to signets go with the Sig of Stamina not the Dolyak. It is far more useful in the long run.
Though right now I am still running a stance/adrenaline build. Traits wise I put 20 into Strength, Discipline (go up to 30 here if you like but you don’t have to) and Defense. Focus on leveling them in that order, Strength and Discipline to 20 gives you a lot of attack power based on your adrenaline level (which you can keep topped up with beserker’s stance), as well as extra damage with axes (both with crits and base dmg).
Defense at 20 will give you a health regen with adrenaline level and some nice defensive traits (like “embrace the pain” and “last stand”). As well as “sure footed” for that extra stance time. My other two skills are Endure Pain and Frenzy. Activating these at the same time allows to attack attack twice as fast while taking no damage for a few seconds.
Elite skill is up to you, you are not reliant on one (I use Signet of Rage for the extra adrenaline but you can use anything really).

Offhand axe offers extremely little to a condition build.
The most charitable thing you could say about it would be that the laughably short duration Fury might help you proc extra bleeds from Precise Strikes. But that would be stretching things to their limit.
Any other offhand, except mace, will either give you greater survivability (shield, warhorn) or more synergy with condition damage (sword).
I’m no expect on warrior condition builds, since the options aren’t what I’d call thrilling, but if I were going to aim for a 40+ leveling build using conditions I’d aim for something like this.

Being able to dodge more often, as well as a “panic button” that cleanses all Conditions greatly enhances your survival.

Swap Signet of Might to For Great Justice.
Swap Dolyak Signet to either Signet of Stamina or Shake It Off, depending on how many conditions you’re expecting from the mobs in the area.
Healing Signet is fine, or Mending, also depending on the area and mobs.
Trait build:
10 points in Arms, pick up Rending Strikes because Deep Strike becomes more useless as your level increases.
Dump everything else into Strength (for Berserker’s Power, Dual Wielding and Axe Mastery) and Discipline (for Heightened Focus, Signet Mastery and Adrenal Reserves).
Learn to dodge mob attacks and then face melt everything with Axe 1, 2, 5 and the burst skill.
Alternatively, drop 10 points in Strength (to forgo Axe Mastery) and put them in Tactics for Empower Allies in a group or Empowered when solo.
Gear up with Strong weapons and a mix of Strong and Hearty armours and trinkets until you hit about 55~60. Then a mix of Berserkers and Knights all the way to 80.

Put a mace or warhorn in offhand, Axe offhand has nothing worth getting.
Also, you might want to look elsewhere if you want to try out condition builds for real (It can be fun as a warrior, but is in essence a gimmick build.)
