Note: I dont care about fury (rage and other are only there for might), id rather have 100% crit chance (2829 precision) w/o relying on a skill.

Do I really need shake it off equipped to have shrug it off work or does it only need to be unlocked?
Will Sigil of peril work on an off hand weapon? I’ve had the 25 stack ones never work on an off hand before.
