Building a tank
The only advice I can give you is to start building such a tank at level 80.Any time sooner is a waste of time imo.And by time, I mean the time it would take you to level up, since as you said, your hitting isn’t really that big.
But if you enjoy it, then rock on! I hardly think of anything that can make you more tanky other than potions and food and maybe some tank oriented sigils.

Now if you intend to do other stuff like dungeons or any kind of PvP,
’tank’ing will harm you more than help you.
(I didn’t say why, I will leave that to readers and the thread starter,

Can someone elaborate why tanking is bad in dungeons? I am currently more focused on soloing and have a fair amount poured into Power, but had hoped to branch out eventually with my guild.
I love my 0/0/30/30/10 build, although that’s because I’m using soldier gear. The actually useful traits are hidden away in the defensive lines anyway. I have 30k health, 3k damage (with the right weapon) and 3k armor. And a lot of skills grant fury, so I have a lot going for me.
My golden rule is don’t waste attribute points on what you can cover with equipment. If an att line has terrible traits, don’t waste your time.

If we’re talking about a balanced tanky build (since dragonmind is indeed slightly correct, you’ll still wanna do damage/boost damage to help your team [in a dungeon for example] though since you rock a hammer anyways great cc [though if you’re not gonna be doing a lot of damage might wanna focus on the cc aspect] and survivability is just fine) I do run a high damage high survivability one that’s viable for melee range in dungeons. Plague does have the right idea as well. Go for the great active traits and use equipment to cover missing stats [I would say the defensive line does have some great traits for example so you could go power on your gear]

Just the standard healing shouts build that everyone uses. +Power (major) +Vit +Toughness armor with soldier runes for the additional condition removal, and more soldier equipment for the accessories. I keep Spiked Armor, usually the +200 toughness while frozen, immobilized, etc. I switch out between gain adrenaline on hit and the hammer, mace or shield traits based on what I’m doing. For tactics it’s the boring old healing shouts, reduced shout cooldown and Empowered Allies (some people use Empowered, although I thinkittentle of it). In Discipline, adrenal shouts so I can use the shouts to build my adrenaline up, which I use mainly with my bow so I can create my own combo field very easily.
Sometimes I think almost all warriors in PvE run healing shouts in some variation. Not that it’s that good. It’s just the only real option.

Quite possibly because the traditional tank doesn’t really exist in this game. Apart from that its because Guardians are much better at playing defensive and support type builds than Warriors are.
I think the closest thing to tanking I’ve done is having bosses chase me while I use my warhorn for vigor – which helps with dodging the very powerful boss skills – and for swiftness. Standing there and being hit in the face is typically a nice way to die fast.
just run green sets until you hit lvl 80. This will save you alot on currency when you feel the need to upgrade sets.
For weapon and sheild go rare.
Shouts aren’t the only viable “tanky” build. The fact is most of the shouts themselves are lackluster and people use them for the traited heal/adrenaline/whatever gained. Most of the effects themselves are secondary.
