Do they share a cooldown?

I know you can burst with say weapon set 1, and if you miss/get evaded/blinded or w/e, you keep your adrenaline but the 10sec CD does begin. However, if you change weapon sets after this, can you use your weapon set 2 burst right away?

And what if you do hit with set 1, switch, use something like signet of precision to get your adrenaline back, and burst with set 2, is that possible?

The cooldown is not shared. In some rarified scenarios you can use both bursts at nearly the same time.

No they are not shared. One of the best combo’s that can be done in WvW is the hammer burst right into the sword burst. I believe the LB burst can be chained with all the other bursts except rifle as well.

I believe they are shared cooldowns if you have the same weapon equipped. So if you try to use Eviscerate but it misses, swapping to your secondary weapon that is another Axe, Eviscerate will still be on cooldown.

If the weapons, and therefore the Burst skills, are different then of course they aren’t shared cooldowns.

So unless the skills are the same, they won’t share a cooldown. You can see another example of this by plopping down 2 banners. If you use the #5 skill for a Blast Finisher then grab up the second one, since #5 is the same skill across all banners it will be on cooldown. The #2 skills are special to each banner though so using it on one and picking up a new banner, they will still be available so long as they aren’t the same banner.

Burst skill cooldowns aren’t shared, if you actualy go deep into the Discipline traitline and take Burst Mastery, you can automaticaly use a lvl 3 Burst followed by a lvl 2 Burst. Because you halve the cost from -30/30 to -15/30 and switching weapons grant an extra +5/30 to your adrenaline, allowing you to hit your ennemies with 2 consecutive Burst skills.
