Can't get away from the AXE
May I recommend a Hammer – Axe/Mace build? Support your team by mitigating the enemies ability to do attacks. Then swap into Axe for damage.
Should take a look at the DPS Variant of my ‘Avalanche’ Build.

I have been thinking of hammer, that’s the one weapon I have not tried at lvl 80. Only used it during launch to unlock the skills lol.

Much of the post is in regards to s/tPvP but I wouldn’t mind giving it a run in Dungeons just as a mitigation tool and damage dealer.
Actually you could probably ditch certain traits for more damage depending on your gear’s toughness. You could probably do something like

But it’s all dependent on the type of gear you currently have to prop up your HP / Toughness.
I’d probably go FGJ, Shake It Off, Balanced Stance for Utilities.
If you like axe then there’s no need to get away from it. I have an axe equipped 99% of the time. I sometimes switch to hammer for certain trash pulls but that’s it.
You asked if shout builds are wanted or viable – they are. They’re also very flexible. I’m traited for shout healing myself but I don’t build my gear around it or give it much thought to using them for healing unless I’m really low on health or I’m tanking a boss and need to plan out my health. The adrenaline building and condition removing aspects are far more important imo and you could definitely get away with a shout build without vigorous shouts. Shouts provide so much to the individual that I tend to use them for myself more than for the group. Usually the group isn’t even in range to benefit from the healing or condition removal anyway.
You can also get away with not having lung capacity (cooldown reduction). I do. Instead I have quick breathing and use a warhorn in offhand. Being able to convert conditions adds another layer to complexity to combat. I look for certain conditions to convert and will use a shout to get rid of bleeding if it’ll put poison up for a warhorn conversion. Unfortunately, like soldier runes the condition removal is a pretty short range. Even if conditions aren’t an issue the weakness and vigor from Call to Arms is always useful.
