Instead of Reflect on Whirling Axe, I think they should get a cripple and swiftness on hit.

This will make offhand axe more offensive. Offhand sword and shield already have the defensive role. There doesn’t need to be another defensive offhand.

By Whirling Axe having cripple and swiftness, enemies will have a hard time escaping while Whirling Axe is actually suppose to be, a dps weapon. Also, buff dps in PvE.

That doesnt sound bad either and it would work well with leg specialist.
