Difficult Match ups while roaming...
No offense, but your build is terrible it is a wonder how you can even beat anybody who is remotely skilled.
First of all, you are a GS/Sword build. This weapon set is mostly good for running and mobility rather than being a good 1v1 or 1vX build. Use a Hammer/GS build or Hammer/Sw+sh or a condition build.
Second of all, you don’t have fast hands, which means you can’t even abuse the Flurry --> Hundred blade combo very well.
Third of all, if you struggle versus condition based builds then use the poultry and leek soup. -36% condition duration. Works wonders.
But anyways.
A Pistol shield engi is most likely a condi build. Pretty much becareful for the Supply Crate drop and when it drops make sure you can counter it with Berserker Stance or condition removal or stability. Also keep mobile, don’t allow yourself to get bursted by grenades. Keep CC on engis or even go a condition build. Engis in general don’t handle conditions very well and don’t have an abundance of stability or stunbreakers. Not sure your build can beat them however.
As for a rifle engi, it is hard to say because they can have different builds in general. However they tend to be fairly mobile. If they use bombs make sure to keep avoiding them because they will kill you over time. Make sure to have stability when going in for aggressive combos because they can kite well.
For Mesmer shatter, it can be hard to anticipate their illusionary leap, however you have endure pain, berserker stance and shield block to mitigate the incoming shatters. If you also pack poultry and leek soup you can at least mitigate part of the shatter. The most common shatter mesmers use sword. You know when they switch sword that they will always be looking for a shatter opportunity. Once they’ve used their shatters, or switch to another weapon, be very aggressive against them. Kill their phantasms as well because they also contribute some damage and most are not traited for conditions on clone death.
PU mesmers they can either be power or condition. if they are power and they don’t have clone death traits destroy their phantasms and overall just be aggressive and stay in there face. Make them burn teleports and stealth. Condition builds tend to work well against them, as well as you should keep cripples and immobilizes on them constantly if possible, it just makes things easier to land. However sometimes they can be a combination of shatter. Worst case scenario you probably won’t be able to kill each other.
If it is a PU condition mesmer just ..... run. 9/10 times you will lose unless you can catch them with a good CC combo and they don’t have any teleports and stealth/invulnerabilities up. They just stack too many bleeds along with every condition in the game.
As for P/D thieves, i find most tend to think they are safe in their blind field, which is when i pop berserker stance and CC them to death. Other than that, not really much you can do.
But, you can roll condition build and beat most builds 1v1 that don’t at least pack some condition removal.
the biggest pro of GS/Sw set is Mobility.
no one should ever be able to kite you successfully, you need to pressure them, be all the time in their faces, give them no room to breath, even P/D thieves will find it hard to kite you.
you need to adjust your build, you need Fast hands, you need Bull’s Charge, you need Hoelbrak Runes, you need lemongrass food and you need the Flurry>100b combo.

Also, reflection helps against all of the builds you have trouble with.
You will reflect;
-rifle pressure from engie
-lots of condi’s from pistol engie
-pistol phantasm will die with 1 reflect
-staff clones/phantasm projectiles also reflect
-p/d condi thief becomes doable with just sword 5 and reflect traited

For squishy harassment oriented classes like Thieves and Mesmers, the solution is to be so obnoxiously on-their-kitten that they burn their CDs trying to get you to stop.
Savage leap is your friend.
Try gearing for Flurry(cancel)-hundredblades if you can too, with fast hands. That four second immob is a death sentence for a trapped (insert squishy here)

Drop Rending Strikes in favor of Furious Reaction. You are roaming, 2-4 stacks of vulnerability won’t help as much as extra vigor and fury. Rending strikes is a PvE trait.
Other then that, the build is ok.
You could try my version;
