Does a roamer condi need Pow or Pre?
In short, no.
Investing in Power/Precision/Crit Dmg spreads you out a lot thinner and in the end you get a build that is confused in what it wants to do and is less than optimal.
You could invest in Precision, however it is only useful for bleed on crits and sigils (which really isn’t bad if you think about it). But you could just go straight dire and have like 28K HP. Or use apothecary for healing power if you are speccing a healing shout build.
power and crit damage is useless for complete condition builds. If you would like to make a hybrid it would be more useful. But otherwise no you can go for condition tougness and vitality. It’s one reason people don’t like condition builds.

I like to add power to my condi builds wherever I can without sacrificing a lot of condi damage. You don’t need a lot of pre on a SS/LB build so increasing direct damage through power helps when fighting builds with lots of condi cleanse. I usually run 10-25-20-0-15 with dual wielding, Dire armor and Carrion Weapons.
