I honestly think it says way more about how overpowered elite specs are than whatever it may say about conditions.
Warrior is OP and needs to be toned down by 100%. And after that conditions need to be toned down by 50%.

I assume you mean condi war needs to be toned down because saying Warrior in general needs to be toned down because someone kills a Fractal last boss with full condi spec is just plain silly logic.
