I feel that On My Mark! should be something like this.

“Mark your target, each time your allies hit the foe they are healed, applies vulnerability.”

You mark your target and your allies are healed when they attack that target.

Maybe it could be a new type of condition?

I think it should give protection and heal the warrior /s

It should reduce cooldown of banners by 2 seconds

It should make the warrior immune to the target. Also root the target for 20 minutes. And make the target drop 15 gold on death.

Its a shout so it should be an AOE, so I would say make it apply 5 stacks of vulnerability and weakness in an AOE for 5-10 secs maybe slightly increase the cooldown would be nice right now it is a pretty bland skill.
