Having trouble with heals

It’s pretty much a built in problem with the warriors in the game right now. You have your choice of either speccing your warrior out to be very defensive with less damage, or just say screw it and go full DPS and pray that your enemy dies before you do. In PvE or WvW, that can work, but in sPvP not so much.

For your own comparison: at level 80 I’m sitting around 20k HP and my level 3 Healing Surge heals for around 9k HP with a couple hundred healing power.
You certainly could raise your healing power, but Warriors have very limited healing abilities. We have our 3 heal skills, one of two 30 points Tactics traits for either Banner Regen or Shout Healing, and that’s about it. I’m not saying you shouldn’t try it, but from my experience it’s only really useful in small group situations. For example, I feel very useful running a support banner setup in Dungeons.
Just use the Signet for leveling. To be honest, the passive regen is enough to keep you up in almost any leveling situation, and you don’t have to waste DPS time casting a heal. Just out-DPS your enemies and you’ll be fine.
That’s not necessarily the best option for end game, but I found it was most effective for leveling.
I would stay clear of Healing Power unless you have several sources such as healing shouts, Adrenal Health, or reliable access to Regeneration (which you won’t at 11). With our strongest Heal(#6 skill) coefficients being around 1.0, you’d have to use your heal 10 times to get the amount of HP equal to 1 point of Vitality. The best way to stay alive on a warrior is to not get hit at all. Unless speced heavily into support, we don’t have the tools to facetank anything above trash mobs, and even with significant investment, you won’t be laughing at Champions… maybe a chuckle here and there against Vets.

I would try out healing signet as well to see if it works out any better. It will heal you passively during the fight so you don’t have to rely on the mediocre spike heal. Things will change once you start to level up though.

On a side note easiest tanking I have found for a melee mob is P/D thief. Strongest pure tank between DD ele bunker and though I do not play it guardian bunker (it is all in the boons in either case). Engineer, Mesmer, and Necro all for decent tanky (they lack sustained in areas also) specs also but give up a lot of DPS for it. BM Ranger bunker is still insanely good even with reduced dps from the pets. Warrior simply does not have to healing to keep up with he stats. Listening to the lat SOTG they seem likely not to change this in PvE.
Speaking strictly for experience the best tanking in the world is simply not getting hit. I ran healing signet for months before i went over to mending. Not getting hit will let you drop many champs but simply kiting and dodging at the appropriate times.
