Healing Surge's new name & functionality
I think it should heal more than it currently does and always have thought so.
As for the name you chose, yeah I guess it’s fine. I’m kind of impartial to it and don’t really care about what its name is to be honest. What I care more about is its functionality, and I agree with you about 30s cooldown maybe being a bit much.
Also, with the traits all merged Healing surge as a shout would give you the 30 adrenaline (full) and then also the 8 from inspiring Shouts which is a waste

if it heals for the current (Stage 3 heal: 9,820 (1.50)?)
and with Shout traits it will become @ 24s CD and it will heals more (1,480 (0.9))
so about 11300 @ 24s CD = 470 h/s !!
i hope this works with my shout build, if my shouts can continue to stand vs other warriors after the update. i dont mind having the 30s cooldown because with vigorous shouts itll be 24s plus the 1480 healing. but i do believe they should remove the gain health base on the adrenaline because this can really be a down fall if youre on a tight spot and only have 1 or non bars of adrenaline.
i would rather have them remove the “heal amount is based on your current adrenaline level.” and the gain of 30 adrenaline to a simple shout of 9,820 health, 30s cooldown, and 0s activation. it can definitely be more reliable but then again itll be the next healing signet :/

personally, i feel that a much shorter base recharge time would be better though.
a base recharge time of 20 seconds would mean 16 seconds recharge time with the trait.

Are still shouts. Just like blurred frenzy and whirlwind attack are both evades, and gear shield and shield stance are still blocks. Signet of Might doesn’t suddenly stop working on Shelter because it’s a guardian block.

The caveat to your acclimation is that there are no heals with 0 activation times except for Mantra of Recovery and that’s only if you discount the required activation time to charge the mantra.

Syntax from a fan-maintained public wiki that can be edited anonymously and is factually incorrect. Seems like an incredibly weak counter argument to me…
There is precedent for a shout having a cast time. We even have Healing Breeze, with a cast time, from Guardians becoming a shout. There’s no mechanical reason to remove the cast time from Healing Surge just for being a shout, since we already have precedent; it’s purely a thematic decision with the potential for a balancing nightmare. An instant heal can not be interrupted. It can be used during hard CC. It doesn’t have any realistic counterplay to it. Even the uninterruptible Healing Signet has counterplay: it’s a HoT, therefore vulnerable to burst. And then there’s Defiant Stance. It broke precedent for balance’s sake. It’s a stance with a cast time, and all stances up until it was introduced were instant cast.

On a traited Cele shout warrior in PvP this thing clocks in at 8773 healing per 16s, and benefits from Rune of the Soldier. That’s 548 group HPS alone, vs. Healing Signet’s selfish 394.
Plus, you cranked the normal 600 shout radius to 1200. On the other hand, it can’t have a cast time because other shouts are instant. I see it’s kept in line with other shouts when it serves your preferences. :P
This needs to be beaten to a pulp by the nerf bat. It’s too easy, and puts up 6.9 times as many green numbers up as Healing Signet in a 5v5, and has other utility too. Try to aim for some diversity, seeing as Shouts are the most competitive in one game mode already.
Taking into account that Rune of the Soldier and Vigorous Shouts & Lung Capacity are gonna be taken, I think the numbers should be closer to:

With 638 Healing and the proper traits, it’s still a godly upgrade from Healing Signet to Shout Warriors. Healing Signet passive is getting nerfed btw. You will have the same self survivability as current Healing Signet, and gain a huge amount of support from thin air, where there was none present before. I bet if Anet used this idea they wouldn’t even make it as good as my suggestion, yours is just a herald of the apocalypse haha. All good though, I have a feeling they won’t change Healing Surge as much as some may hope, anyways.
People don’t realize how huge a buff it is to be in the shouts category and benefit from all those traits..

i have the description said “heal yourself.” and not your allies.
it does not say “heal yourself and your allies” all right?
i can accept your counter proposal as the number seems fair.

on my mark has a range of 1,200 but maybe because it is a single target shout.
fear me has a radius of 600 so yes perhaps 600 radius would be more suitable.
and with vigorous shout it will only heal nearby allies for 1,480 + 0.9 healing power.
the radius is meant to check conditions on nearby foes so that the warrior shouting “victory is mine!” earns a little bit more adrenaline.
anyway, if “Victory Is Mine!” needs to have some activation time, then it will become,

Realistic is the operative word here.
Poison is a counterplay to literally any heals, including Healing Signet, but it’s literally impossible to use reactively to an instant cast heal that can even be used while hard CCed. There’s no way to counter the heal except keeping poison up 100% of the time. That’s why it’s not a realistic counterplay. You could also kill the warrior before he can use the heal, but that’s not realistic either.
Even a heal like shelter, which makes you nearly immune to all attacks for the duration, has counterplay to it. You can CC them before they have a chance to use it. You can use Poison grenades, tool kit pull, necro fear marks, and any other unblockable attack.

This is true, but paragon was split amongst war/guard/ranger by way of abilities/effects straight forward in shouts and the echo/chorus effects in the Ranger spirit abilities/procs/effects.
