Guild Wars 2

Sometimes I get stacks – sometimes I don’t. Sometime signet of might procs and sometimes not.
Also – does it have an ICD?

Burst Precision was bugged before and after, sometimes it landed a crit sometimes it didn’t, so it is not 100% like the description says.
