Is there a viable mace/shield build for tPvP?
Mace/shield is more a defensive/utility setup. It’s quite enjoyable to play, but it is is slow, with no mobility and little damage. The weapon set you pair it with is therefore critical. It’s however unlikely to be a Longbow, meaning you’ll lose all of the advantages of the Longbow, which may make you underperforming at high level (but still strong).
In a condition-damage flavor, mace/shield has good synergies with Guardian Runes (burn-on-block) and Distracting Strikes (confuse-on-interrupt). I’ve been using this build in the past.
In a physical-damage flavor, mace/shield works nicely with a set having mobility and damage, so either a GS (excellent setup for HB) or sword/axe (a combination I’ve come to love over time). I currently play with this build.

Its a fun build but it has many counters. But again see for yourself.
Well there’s this one. The only difference between Mace/Shield and Mace/Sword is that with off-hand sword you have a better block and lot higher pressure but no CC.
As someone who tried every possible warrior build I can recommend you 3 builds using mace/shield:
1. GS swap – Skullcracker
A bursty build using berserker amulet. With sigil of paralyzation you have 4s stun on mace f1, combo that into a 100% crit Hundred Blades.
2. LB swap – carrion or celestial
Hybrid build with decent condi dmg spikes (better with sword offhand instead of shield though!) coming from confusion on interrupting.
3. Sword/warhorn swap – banner regen bunker
Bunker build that provides permanent aoe regen, very fun to play in pugs because of mercy runes (10% faster revives with Fast Healer + 20% from mercy runes + reviving people with more health).

You decide. I don’t recommend this build for new players and I surely hope they don’t make it easy and effective in the near future.

Currently, it can be done.
Currently, it’s not the current meta.
In the future, the Specialization changes we’ve seen so far look like they will make it more viable which means it could potentially become part of the meta … but we have so little information on that at this point that honestly you could say that about most anything due to the abundance of variables.
It is fun and several players are thrown a bit off-balance by it because it’s not the standard build they see every day.
Try your best to not make mistakes, but, when you do make mistakes, learn from them.

I’ve been trying to refine a Mace/Shield build for a while. One mistake I used to make is that I was overly reliant on the Unsuspecting Foe trait. It was focusing my damage too much around the Skull Crack + 100b combo. Even if you’re a good player, chances are you are going to miss a burst every now and then. When this happens, your DPS plummets. There’s also the times when you face players with an abundance of stability so you want your damage equally distributed on both of your weapon sets.
The build in my sig is more dueling/solo based. The build’s greatest weakness before was soft CC, but Brawler’s Recovery helps with that. In a TPvP match though I would run something like this.
Old Man Burr (War), Bad Hat Ben (Engi), Manly Manny Manson (Guard)
