Q:
Lvling a Warr
If you’re just leveling up exploring maps so, I’d say go for Strength and Arms (pick up the Precision per Signet trait in Arms). Equips as many Signets as possible.
Kill stuff before it kills you.
However, this build is horrible for any sort of team effort like dungeons or Champion/Legendary mobs in events.

At least before level 60ish, the precision per signet trait really is deliciously OP. By 80, of course, it’s kind of meh. You might also want to look into putting points into tactics to spec for the warhorn. Between that and the elite signet, you can have permanent swiftness and good condition removal, which is great for getting around the map fast and skipping packs of mobs.
You can easily have perma-swiftness without the warhorn trait by using the signet cd reduction trait instead, a much better bargain because it also buys you significant fury and might uptime in addition to an extra 10 points to sling around. Condition removal while leveling can pretty much be exclusively handled by Mending in the very few places where it’s an issue at all.
A good progression I feel is to aim for is 0/10/0/010 at 30, then work your way up to to the 15 point minor trait in Defense. At 60 ditch the points in Arms for 20/0/15/0/15 so you can have Berserker’s Power, Slashing Power, Adrenal Health, Signet Mastery, and Fast Hands. After that you can put points anywhere really, but it’s a very respectable base to start from.
This all assumes that you’re using greatsword or dual axes for your damage of course.
Condition removal while leveling can pretty much be exclusively handled by Mending in the very few places where it’s an issue at all.

Of course, Attic’s suggested build is undeniably a solid one, and, truth be told, the warrior is fairly forgiving to level in any spec.

Personally, I hate the Tactics line. The first tier traits are essentially garbage unless you’re going to go full hog banner build or use a longbow, both of which are extremely meh builds for most things. The only master tier trait that anyone who wasn’t a going for shout heals or longbow would want is the warhorn recharge trait.
Basically, it’s an all or nothing tree. It’s not very rewarding to anyone who isn’t going to be dropping the full 30 points in it for the healing options. Even if you’re going for a longbow build the traits are so middling that you’d probably be better off putting the points in Arms, Discipline, or Strength.

I think sword + horn is underestimated for leveling. Everyone wants big damage numbers but think how much faster you’ll level if you can get everywhere faster. You can also remove cripple and immobilize with the horn so you don’t need mending.

Greatsword is probably the best weapon to level with in pve. You have high mobility and good AoE Dmg.
Which Utility Skills you learn in what order is less important but I liked the way the traits were distributed during levelup.

I’ve always had the opinion that forceful greatsword is superior to slashing power. If I couldn’t have both and had to chose Id always choose forceful greatsword. A. you can do 100 blades more often as well as your other GS skills, and it effects spears as well. Plus you get stacks of might when you crit. So if you had um lets say 10 stacks of might at level 80 thats 350 more power at level 60 its 262.
If he hit a mob for 500 damage 10% of that is 50 if he had 10 stacks of might it would be +262 attack power without knowing exactly how much more damage that would do than 50 id say its wsafe to assume it would.
so at level 60 if he could do somthing like 10/20/20/0/0 I think this would be pretty good.
