Considering you must actually crit to put vulnerability on and the limit is 25, I wouldn’t be opposed to something such as this. It would offer some great synergy with axe/mace considering we can stack vulnerability via those two weapons.

I wouldn’t mind this at all. Currently I can only maintain about 10 stacks in any given fight using my axe build.
I think they balanced these traits around an older, better version of vulnerability, where 4-7 stacks might have been a good amount to do something noticeable. But it no longer is outside of super duper high damage builds, why don’t really happen in sPvP/WvW (so half the game).

Half the game based on what? Players in those parts of the game? Player hours spent in those parts of the game? Content updates?
Don’t get me wrong I would love PvP to be half of the game, but currently we’re lucky if it’s 20%.
While 100% would be a little TOO nice (and therefore will never happen), 50% or 66% would be a nice addition. Same for Precise Strikes.

100% chance to cause vulnerability on critical hits.
Grants 1 stack of vulnerability for 5 seconds.
They shall more give the thieves this trait.

I’ve played around with Rending Strikes and it’s pretty bad sitting at 33% chance On Crit.
5% on hit per adrenal bar. Adrenaline needs to mean something. At the moment it means nothing. I’d be happy to see more vulnerability around.
