According to the wiki, it’s all of the above (but tooltips are still notoriously vague and are being improved):
I have a question about this ability, it says it increases damage by 25% when against a foe that is ‘disabled’.
What exactly qualifies as ‘disabled’? Just Stunned? Dazed? What about being knocked down?
Does anyone have any insight?
