Remove down state completely…..bare with me. Combine Vengeance and the normal down state:

When you are downed, for 10 seconds you gain 25% movement speed and 10% bonus damage. Each attack that hits a foe returns 5% (maybe 10%) of your downed state health bar. Once you reach 100% downed state health, you are revived. (ally healing may apply?)

If you do not rally after 10 seconds, you are defeated.

Note: teleports, stealth and portals may not be used while in Vengeance.
Note: You may not use elite or utility skills, only weapon skills.
Note: You still have a downed state health bar “timer” that depletes, instead of your standard health pool. And enemy damage still depletes the bar as well.

The reason? Active gameplay.

If a warrior can go berserk in down state and somehow manage to rally that will add a different element to the game, whereas if the enemy can mitigate or evade your damage, you simply fizzle out like you normally would.

The downed state for GW2 is by far the most poorly designed method of combat (apart from underwater) that we have seen, it is simply boring and un-interesting, and adds no flavor to the game other than a very bitter one that is either “omg he just rallied off X/my ally” or “I may as well delay the inevitable by throwing rocks for a few seconds”

This would add a more visceral addition to combat, and not just the warrior will have this. This is simply a warrior example since it is in the warrior subsection. Other classes’ down state needs just as much work.
