Not all dual weapons are created equal
Mace off-hand has something vaguely similar (longer recharge?) to the axe thing that causes vulnerability iirc, and one surprisingly long ranged knockdown. Sword has a parry/attack and a single target ranged-ish attack (impale) that causes bleeding.
I would go with axe or mace personally. The knockdown is fun, but axe skills seem to be quicker.
Axe and mace are both solid. Axe for more aoe/adren building, and mace for cc. I use dual axes myself most of the time. Sword offhand is pretty bad.
Simply put: Axes = Damage, Maces = Control, Swords = Condition/mobility
For general pve I don’t see anything wrong with Dual Axe, but if you’re doing anything with any degree of difficulty/PvP, you can’t pass up the extra vuln and that amazing Ranged KD of Offhand mace.

You can really spike something with an Axe/Sword combo. If your adrenaline is full you can throw your axe, throw your sword, leap in with Eviscerate, then use Rip and do alot of damage
Sword/Axe is my favorite dual wield build. Sword in the main hand gives me cripple/bleeding along with a charge that I can use for keeping my enemies close at a low cool down and allows me to travel faster in wvw as well as help me escape tight situations most of the time. The off hand axe gives me a double strike which hits rather high in the scales and a powerful AoE for when I’m fighting groups.
Dual axes is really good as well.
Sword / Sword is good for bleed condition damage. My PvP build atm is axe / axe + sword / sword with sigil of earth and 70~% crit (90~% with high up time fury). 60% bleed chance on crit + 33% (trait) bleed chance on crit and you can apply up to 3 bleeds per auto attack and keep 6 stack with axes that have no bleed moves.
