Offhand weapon?
If you wanna dual wield in PvE -> Axe + Mace is the best choice for PvE, because of vulnerability.
Don’t care about axe 4 skill → I have close to 100% fury uptime, just use For Great Justice! and Signet Of Rage.
What about Longbow?
I use the same build and I prefer ranged weapon in second set because of many reasons.

I used to use longbow, but the inability to have a fire field on demand – since it’s adrenaline dependent – seemed pretty limiting.
That said, I’m currently running FGJ / SoR; but if I axe+axe, I could probably swap out SoR for parties and whatnot and take Warbanner instead.
I’m sort of considering axe+axe / axe+mace, though -because as you mentioned, vulnerability – but that said, the 30% vuln on crit trait seems to proc a whole hell of a lot off axe/axe 5, so the additional 4 stacks of vuln off mace offhand might not really be that much of a benefit.
The other obvious offhand to consider would have been shield, though there really isn’t much to block, aside from when I’m running through enemies to get to the next area or something.
Use GS 3 and 5 to run, nothing better for warrior
If this is for PvE:
Sword-Good for Solo’s or fights you really want your own block. Skill 4 has great damage if you rip the sword
Warhorn-I run this on EA build(6 4 0 4 0)when there is enough vurn to blast stuff. Only in groups that know wtf they are doing.
Mace-Optimal for most groups for the vurn and high damage control skill
Axe- You should have enough Fury from FGJ and SoR, so skill 4 is not needed and skill 5 has lower DPS then Auto Attacks on Axe. I’ve seen people use it in solo’s so they could go Disc banner Signet of Fury Signet of Might and maintain Fury with Axe 4, but don’t think it’s optimal.
Look into the 6 5 0 0 3 build
Try to move to full zerk. Step by step if you have too, Warrior has highest base vit and toughness and extra dodge on GS

Definitely check these links out.
I used sword axe axe mace for two dual wielding sets. Having axe 5 allows you to rebuild adren extremely quick so you’re still able to use eviscerate or a berzerker power and heightened focus flurry, which does a lot of damage, and rebuild that adren straight away. Or if you’re dead set on dual axes run sword mace. No major difference I just prefer mixing it up
