Well for a havoc team I’ll nix the Warhorn aside from exclusive travel use, since you probably won’t be dropping (min) 20 points in Tactics. Unless you really feel you want more group support.
Everything is contingent on your group makeup, and what your role will be really.
Something along the lines of Hammer + Sword/Shield 0/10/30/0/30 could be useful for you. It’s a good middle-path.
I’d say experiment with builds in the mists before you get to 80, play with the calculators online, research builds, ask your team for advice, and start experimenting in WvW soon to see what you’re going to like.
hammer is a power weapon so its definately not condition damage since only your sword is condition based, but sword #3 is a hard hitting power skill aswell. probably power toughness vitaliy gear and by all means use exquisite jewels with +3% crit damage since those are a good tradeoff in stats – with hammer and shield you can go sit at 30% base critical chance, get another 20% from your signet of rage (fury boon) and 50% additional crit chance from the 10 points arms trait “unsuspecting foe” when enemies are stunnd, and you should be able to chain some nice guaranteed hard hitting crits after your hammer burst stun or shield stun. 0 10 30 0 30 traits is good advice there.
if you are more often running with your group than alone it could also be a good choice to go for cleric gear and run some shout healing build which is great with warhorn instead of shield.
Can’t go wrong with Knight’s. Mix in some zerker stuff for critical damage.
Just get full exotics of some kind. From there you can figure out what you want to add or remove stat-wise.
And if you aren’t running up the Defense tree you should consider something to deal with conditions. Melandru runes could be a good choice.

I would go with knights armor with cavalier/zerk trinkets. With the hammer you only really need 50% crit chance in combat to get 100% crit on earth shaker with unsuspecting foe. Like Faranox said, start with exotics to get a feel for the build then when you are sure of what you want spend you laurels and guild commendations. Run some fractal lv 10 and 20 to get rings (never waste laurels on rings). You can also get some ascended gear for fewer laurels in WvW with some Badges of Honor.

You can go as little as 30% crit in an Unsuspecting Foe build if you have good Fury up-time, and still achieve 100% crit.
I went the easy route and got my Soldier armor from Orr temples and got Zerk Weapons/Trinkets from WvW/Crafting (using a Cavalier/Beryl back piece to put me at an even 30% crit). You could go more Knights/Cavalierfor the extra toughness, but there’s a trade off. Which is better I can’t say but they’re different. Sacrifice some Attack and HP, for a nice chunk of Armor.
