The only way to increase damage is to give up some minor areas of survival.
Ideas to increase dps on defensive setups:
1) Put exquisite crit damage gems in your 5 jewellry slots (3 if using Ascended rings). This is the best value gain of crit damage in the game in terms of how much of the minor stat you give up to get it. For these its 5 minor stat per 1% crit damage.
Beryl gems retains some defensiveness whilst adding the all important crit damage. Ideally go with rubies if you can bear to lose a little hp.
2) Adjusting spec to include 25pts in Arms (Many dps increases to be had throughout) and 10pts in Strength for Berserkers Power. This may not be easy given a defensive build but you will need to sacrifice something to gain that dps. This can be ~25% increase or more in dps. This option will most likely reduce your survival the most if you normally spec high in tactics and defense.
3) Runes: Using an offensive runeset to include crit damage, power or +damage. If you are feeling a little flimsy maybe try the Wurm set or Fighter. Imho aim for any of Scholar, Eagle, Ogre, Strength.
I dont think runes in terms of defensiveness make the difference in being killed or not being killed. However offensively i think they make a bigger difference between killing or not killing your opponent.
4) Ascended rings offer the second cheapest gain of crit damage in the game per minor stat given up, ~8.5 minor stat per crit dam %. Aim for the “Royals” ascended rings from the fractals for the defensive. If you can bear it, aim for the red ring and cristaline band. This is a big times spend as the right ring is luck in lvl 10+ or takes 10 days/dailies to buy the one you want.
5) Use weapon sharpening stones and some good food. These add 6% of your toughness into power. They stack with food. Good food options add +100power +70 precision or add a high chance to life steal on crit.
6) Get a bloodlust sigil for a weapon. Even if you swap it out with a preferable sigil once you have stacks. +250 power at max stacks.
Any/some of these will improve dps.

There aren’t any. If you gear and trait for survivability, you have to give some of that up to gain damage.
I use the standard 20 30 0 0 20 build with power tough vit gear, but I use berserker jewelery to balance it out.

Tell him to get Knight’s armour/weapons which have Power/Toughness/Precision instead. Vitality doesn’t do as much for Warriors as for other classes due to our high Health by default. Precision on the other hand does quite a lot to bump up the damage and functionality of the Warrior (we have a lot of On-crit Traits and stuff).

Try a boon build out. If he went full P/V/T and mixed some Precision/crit dmg gems with this build foundation. He can still be tanky and do good dmg.
ive been experimenting with p/t/v with valkyrie and invaders jewelry and sigil of perception+maintenance oil. it seems quite nice to me, especially if you add fury into the mix

if you are up for a hammer you can get 50% free crit chance on disabled targets, that should give some heavy hits even with full tough/pow/vit build. but well hammer and damage arent exactly married either. But without changing your gear its pretty much the only option imho.
1) I’d recommend Bowl of Curry Butternut Squash Soup and Master Maintenance Oil to start.
2) Next, Superior Runes of Rage and 10 points into Discipline for -20% Signet CD. Combined with SoR, this should turn him into a beast for 36 seconds with a 5% chance to gain fury for 30 seconds on being hit. Odds are, that will proc with his survivability and give him about 1 min of good crit chance.
3) Berserker Jewels in accessories for more damage and higher base crit chance.
I would definitely do #1. #2 and #3 could be switched depending on his attachment to traits.

Thanks guys for all the answers. I got him to get a berserkers GS with fire. use both of the ascended Royal rings (PWR/TGH/CRT DMG), put ruby jewels in the rest of his knights trinkets and amulet (He has the PWR/TGH/VIT ascended backpiece). Rest of his armor is full PWR/TGH/VIT with soldier runes
And hes running 10-20-30-10-0 in traits and mostly centered around vulnerability and since i’m a hybrid shatter Mesmer (centered around vulnerability) we’ve been putting 25 stacks on people instantly and killing them fast. We mainly WVWVW by the way.
Also his stats with this came out perfect after using master maintenance oil and omnomberry ghosts without fury he has 46% crit chance and 40 crit damage 3200 Armor 29k health and 3200 Attack.
Sooooooo much better dmg than before
If you guys inflict many bleeds, 5 more points in Arms can net him 10% more damage. Not terrible, but again, players and traits have a tendency to fall in love. =p
