Quick question ...
Critical damage and critical chance are different. Precision gives critical CHANCE. Critical Damage is just called “Critical Damage”.
Then gw2buildcraft has some sort of mistake ? If you swap weapon in this link http://gw2buildcraft.com/calculator/warrior/?8.0|7.0.0.g.0.0|7.0.h1.g.0.0|0.0.0.0.0.0.0.0.0.0.0.0|0.0.0.0.0.0.0.0.0.0.0.0|0.0.0.0.0|0.0|0.0.0.0.0|e , the damage differs although critical damage has same multiplier and I added a sigil of accuracy for critical chance only to one axe , not both .
Perhaps a sigil or rune you have placed on is bugged or gives crit dmg , or a trait you picked. Id go into the game and see if it makes a difference.
Also , on this page http://wiki.guildwars2.com/wiki/Critical , critical chance seems involved in expected damage math .
Ah ok, I see what you mean now. You are getting confused by the idea of crit and precision. Precision like i said give critical chance, say you have a 50% crit chance. Half of your attacks will CRIT. Dealing more damage than average depending on the skill. If you add more crit dmg to this through sigils, runes, traits, etc. Your crits will do more damage when they do crit.
Went in game and done some tests , it works as intended , just misunderstood probably . I know difference between critical chance , precision and critical damage multiplier , np on that .
66-67 % critical chance would mean a higher chance per attack to get a critical or 2/3 of the attacks would get critical ?

Yep! 2/3 of any attack you do will crit for extra damage.
No problem.
It’s probably taking into consideration that you have more crit chance thus doing a minimum of an extra 50% damage more often and calculates that into effective power
From the FAQ on GW2BuildCraft:
Effective Power = Power × [(1 – Critical Chance) + (Critical Chance × Critical Multiplier))] × Damage Multiplier
That is, Effective Power takes into account your Power, a damage coefficient and the additional damage gained from critting.
