Is the tool tip for Shrug It Off correct? Says auto Shake it off whenever you have more than one condition. Is it really one or more conditions?

I would like to know if that if you already have "shake it off!’ in a slot and then Shrug it off procs, does it use your actual slot of Shake it off or is it considered like a free one?

it would be considered a free one, I.E not trigger the one on your bar.

Just like the Endure pain at 25% hp when you spec 30 into defense. Doesn’t use the one on your bar
