Shrug it off: Use Shake It Off automatically when you have more than 1 condition. This can only trigger once every 30 seconds.

Do I need to enable shake it off on my skill bar for the above to work?

Shrug it Off is independent of Shake it Off.

I’ll ask another question. How many conditions does Shrug it Off remove and is it affected by a full set of Soldier runes?

It removes 2, tested and works. Not to mention you also get the healing bonus for healing shouts.
