It’s the most popular (for warriors) because the other two have such limited application or outright suck.

Honestly I don’t think they care about the damage boons or passive on the signet much. It’s just that 50% swiftness uptime isn’t a common (not on non-warrior warhorns either) without duration boosts and “every warrior has it”. I’d still rather take a 4th actual utility slot over elite on warrior (and so would some other professions) but at least signet of rage behaves like decent utility…
I’d take that ‘spin around for 2 and a half minutes reflecting missiles and slashing everything in sight’ that thieves have and they can have my signet that has no synergy with my shouts.

Banner is useful for a couple of encounters like Lupicus, but the short durations on the boons, especially stability, makes it extremely situational in my opinion. I only use this when I know people will die on boss encounters.
Juggernaut… What can I say? Would be half-decent in TA on a few encounters if it only gave you the stability, not the kitten custom skills (which are completely terrible).

Juggernaut is incredible for dungeons if you need lots of crowd control. Short cast time aoe stomp and several short cool down knock backs with a variety of application methods means that melee mobs will barely be able to touch you.
I only use it because it’s up in time for my next fight. The others take so long they’re a waste of space.
I’m afraid that not just warrior elite’s straight out SUCK.. but ALL elites in the game are not even nearly worth being called ELITE skills. There ARE exceptions to the rule ofc, but there’s a reason we call those exceptions.
It may be that we’re just expecting much more because they were indeed ELITE in GW1 so it’s our own habbit messing with our heads. Or perhaps ANET simply designed them poorly.
Either way.. I think all elites are a joke.. total useless skills.. even the transformation ones are a joke – damage done is barely if not at all bigger than normal form skills, duration is a joke compared to CD.. I simply have no reason whatsoever to use that skill ever… well ok it’s AMSUING to see myself as a wolf, or juggernaut, or a lich.. sometimes
I’m just glad that my “main” is a warrior, and that I have signet of rage there which is actually usefull.. useful for combat and utility.. and deserves being called elite when U compare it to other utility skills.
Pretty sure Mesmer has the best elite skill in time warp………….
I think that the reason all Elite skills have relatively long cooldowns is because in Guild wars 1, many Elite skills had short cooldowns, and it simply made the game tougher to balance. I guess the ridiculous 240 second CDs on some elites are for balance purposes if anything.
I totally agree though, most of them aren’t even preferable to a normal utility skill. I’ve rolled Warrior and Engineer so far, and I’ve got to say we’re better off in some ways: elite skills that give random and unreliable effects are a complete waste of time (Elixir X). If you can’t rely on a skill to give a certain effect because it has a massive CD or a random effect, it isn’t worth using in my eyes.
