Not sure if this belongs here or in the Game Bugs section.
Currently, the Signet of Rage animation glow (the yellow rage “bubbles”) seems to work outside of battle, although the passive regen only works in combat. This looks rather bad, especially when in a city or peaceful zone.
I would recommend that the effect either be inverted (glow only when signet activated) or when in combat (at least one strike of adrenaline).
