Suggestion : Make Mending a physical skill?
That was the original plan, based on the pre-patch release notes/comments from Anet. For some reason, they changed their minds before the June 23 release and reduced the condition removal from 3 to 2.
Afaik, they haven’t said anything about it since the “we changed our minds” comment.

I don’t understand why they didn’t went with it. Maybe 2/3 conditions cleaned every 15 second was too much but it would also countered cleansing ire and open build diversity. It would have worked well with peak performance and added a layer of strategy.
Wasn’t peak performance stamina based also back then? I might be wrong on that one.
I really dunno why they didn’t turned Mending to a Physical Skill in the end. Maybe they thought that Warrior would have too many (or too powerful) condi cleanses. Still thats not the case anymore since most condi proffs can reapply the condis faster.
They didn’t really give a specific reason as to why they reneged on Mending. Also, like yanoch mentioned, at some point, Peak Performance gave bonus damage to physical skills based on endurance, but in the final version they ended up changing it to adrenaline level instead. The physical skills do so little damage anyway that only Rampage really benefits.
It would have been nice to have Mending benefit from the cooldown reduction for sure… even then Healing Signet still wins out in terms of healing per second, but the condition removal would have opened up a few different builds.
