It is just my thought, but i think you could agree.
Both 2 are minors. But what building momentum gives is endurance which is rather defensive, but spiked armor gives retaliation which is offensive.
To make retaliation effective, you should have power but not condition dmg. This means that warrior now cannot go settler amulet or any kind of condi warrior. It actually limits the variation of war builds i mean since most warrior have cleasing ire and will automatically get that spiked armor. If player doesnt use any amulet that doesnt have power, it is just waste of trait actually. or he/she should not use cleasing ire but i guess that is almost impossible becuz it is just same as giving up entire defense trait line since we can select only 3 trait line.
I think anet need to rebuild the calculation of retaliation that can be affected by both 2 direct and condi dmg equally, or just switch building momentum by spiked armor since retaliation is fully calculated by power which should be in strength line.
What do you guys think of this?

Bad idea. The good thing about where building momentum is right now is that you can try a full offense build while retaining a little survivability in the form of extra endurance.
Likewise, if you build more defensively, you can get a little pressure on your opponent with Spiked Armor in Defense.

I thought having spiked armor on strength line can still benefit because that person seem more likely use power boost amulet. Oppositely, having retaliation does not benefit any war : it only benefit warrior who has power boost amulet. Condi warrior who uses like settler won’t get any benefit from it. Rather dodging is more generally benefit to any kind of warrior in purpose of dodge attack or evade.
I think anet just need to reform formula of retaliation to get affected by both condi and direct damage equally for pure condi war as well. I think this is solution then. currently only power based warrior get benefits from retaliation.

I mostly see gs/hammer war or shoutbow warriors (it is not really condi but hybrid) in these days. I don’t think it is OP so anet also boosted condition part I guess.
Things have to settle down, but I’ve already seen some crazy set-ups.
