There is no rally when i use vengeance with Vengeful Return.

Did you kill something after you used Vengence? It’s not an auto rally on use, it’s supposed to be a guaranteed rally if you kill while Vengenced.

You normally have a 25% chance to rally each kill while vengenced .

Yes. Vengeful Return is sometimes bugged and doesn’t always work. Living Story missions for example, I found that it rarely triggered.
Basically, most enemies you’ll rally off of with Vengeful Return. But there’s some out there, that randomly, you can kill, but you won’t rally from it. Fortunately, these are the exceptions. On average, with that trait, if you kill something, you’ll get back up again.

I don’t think this trait or Sweet Revenge ever worked perfectly. Some types of enemies you kill don’t count toward the chance to rally, and sometimes it just doesn’t work even if you do make a kill.
