For the purposes of the Tactics traits that enables your shouts to heal, do the warhorn abilities qualify as shouts?

No. Only skills that say ‘shout’ above the description do.

no i wish tho. if you spec right they do turn condition into boons (a couple of which turn into regen i think)

I know for certain poison converts to regen (because Orr). Not sure about others.

yeah i think burning might also but im not 100 % but yeah poison for sure
