Warhorn Warriors
I run S/Wh for mobility in wvw. Giving up shield for that is debateable but it works well for what i want.
But yes both hammer and warhorn need a bit love.
Warrior Warhorn, has got to be the weakest off hand weapon in the game. It still has it’s uses but unless you are a commander it’s not really worth taking it.
Blasting water fields on regroups is clutch. But it’s outdated since revs basically replaced warriors in zerg fights.
water feilds are almost obsolete now that you have druids.

Have fun blasting waterfields when theres other fields overlapping it and taking priority.
In short: A weak warhorn is the least of this games worries.
Have you looked at the rest of the market out there right now? Playing GW2 is like slitting your own wrists in contrast to the amazing experiences you could be having with better games, unfortunately XD
The short of it:
F*** vigor. Throw another boon on top of it.
Crystal Desert
The boon convert nerf to the Warhorn trait really crippled its appeal. It was a situational offhand at best before the nerf, but almost totally worthless compared to Shield now. Better off rolling Dragonhunter as a commander in WvW these days.
Warhorn could still use some buffs, as it is overshadowed by shield and other offhands:
charge (warhorn #4) reduce untraited recharge to 12 s or increase swiftness to 15 s to give easy perma swiftness
call to arms (warhorn #5) make it also cause 2 s chill at 600 range, to give it more utility (chill could be used both offensively e.g. timing when enemy uses heal or other key skill, trying to snare enemy or to get away while melee enemy is chilled)
merely giving 10 vigor and causing 6 s weakness with 20 s recharge, makes it very weak skill.
