Warrior heals and scaling...
I’ve noticed this aswell, it seems the healing signet has a lot of base healing but scales poorly on your level, whilst Healing Surge and Mending have poor base but higher scalings.
It’s also possible that it looks like that because your armor is very high. I presume you’re using exotic gear. Lower level areas are tuned for players using white/blue/green gear. Your gear is scaled down in level, but not quality.
So with higher armor than what the area is designed for, Healing Signet heals more EHP than it would for a lower level character in white gear.
End-game I guess Healing Surge is better than Healing Signet. Warrior base healing is great but the scaling with “healing” stat isn’t that great. So in order to maximize survivability you have to max toughness and vitality. OR kill before you get killed. One or the other.
