So I just put this in the spvp forums, but may actually be worth suggesting properly.
As a warrior defector a long while now (but 7k games zerk warrior in the first year – ouch I know!) these are the sorts of things that would bring me back to the class.
Defense GM – rousing resilience rework gain 1000 toughness while not attacking
(Allows players a higher skill ceiling with stow weapon, also adds some resilience to burst whilst still having lots of counterplay)
Berserker GM – Quickness is100% more effective whilst in berserk mode
(Basically brings back a mechanic that every warrior at launch will tell you was great for the class – 100% quickness)
These are the sort of things that would get me to dust off the old warrior. Also cookies will be in the post.

Last stand will still be a better choice.
If your Rousing Resilience is competing against Thick Skin, I might reconsider.
100% quickness yes please, warrior at launch was the most fun I’ve ever had with warrior so why not let’s take a look at how much burst the other classes do without being punished reminds me of launch why not bring it back. Mobility is also a problem, out of all the builds melee warrior suffers the most.

It’s not a bad idea though, something that doesn’t reward spam. It gets to the core of what warriors used to be about pre shout-bow; as much about when you don’t attack as when you do.
Besides the main idea was 100% quickness in zerk stance. Especially now it doesn’t affect stomp/ressing.

I honestly think those days are over.
In the old days, Anet briefly designed the traits to have opportunity attached to bursting or not bursting (e.g. the old versions of Berserker’s Power, Heightened Focus, etc).
Since then, they’ve put a much higher cost on missing or not using our burst during combat (lost adrenaline), and all of the adren traits have been redesigned to have effect on hit (excluding Adrenal Health, the last holdout). The new adren mechanics are supposed the thing inhibiting burst spam now.
Also, I don’t think 1000 bonus toughness is worth not attacking, especially with the amount of damage flying around these days (including much more lethal conditions than there used to be). Troll or rez builds might do ok with it, but even those wouldn’t have much of a place.
As for quickness in zerk stance, it’s not really the point of the stance. Frenzy, maybe, but then you can achieve double speed with Frenzy (and Stamina Sig) now.

Hmm warrior should have a stability breaker. Then more reactive play would follow needing stunbreakers.

This alone would propably make warrior viable.
WvW player here.
Lower the cooldown on balanced stance (Guardians have just as much group stab with 28 second cd)
Change the berserk swrd main hand skill to immobilize but with it blocking projecticles in a fiery shield. (losin this in zerk mode is horrible)
Increase adrenaline gain on cleansing ire or hitting and enemy to 2 per hit/receiving hit
Increase standard toughness or scaling.
Reduce cooldowns on rage skills as currently are ineffectave due to such long cds.
Increase warrior passive regen.
Increase the resistance on movement impending skills from 33% to 40% due to being spammed by conditions on a 100% uptime basis especially as this is a damage skill now and can be ticking like 4k per tick without condi specialized build.(looking at you reapers in pvp) OR Just give us more passive/active condi cleanse, considering Warhorn is no longer traited in wvw and vanilla Warrior isn’t so great anymore for groups.
If these changes were to go ahead:
Nerf Warrior HP scaling, max at the moment is about 34k HP I think
I feel warrior wouldn’t be balanced if we added a strip stability direct, although a boon strip would be nice due to warrior lacking any self buffing other than PS or zerker mode entry.
If I go to eb now and play melee warrior, I’m pretty useless and bored as hell, sitting back unable to do anything the meta is awful but moreso I can’t really make a difference between the lines at all, we can’t just spam one.

One of the most common reason for not attacking is running away or being ccd, your idea witch stow weapon might be nice but in the end this will just be a passive damage reduction when you disengage or screw up and get ccd, I don’t want even more passives in this game.
