Warriors need new on the ground skills
If you trait it, Vengeance is amazing. If you don’t, it’s basically worthless, though it does have some awesome niche utility (I once used it to clutch rez 2 players in PvE before I died, and it was the only way we managed to beat this super hard champ).
I think it’s where it needs to be. If you compare it to elementalist it’s a bit weak, but that’s a different argument.
IMO the downed state should be weak.
Most of the time, if you are downed, in wvw at least, you are done. But I agree, the number 2 skill in downed state is very weak, vengeance is great, but its such a long way away, I have rare been able to ever get it off, and if I do, being a more tankish build, I am not likely to get a kill in that time.
If you compare it to other downed skills, the mesmers clone, ele walk, guardian knockback as examples, its very weak. Though engies, theives and rangers also have rather weak ones also.
Warrior is a beast (unless in glass-cannon build), so getting Warrior down is a tough thing and should be rewarded. However, traited Vengeance solves this problem.
In PVP, no one can 1v1 you (except haste\stealth Thief killing you where you can’t 2 him down)
If they try to 1v1 you, you simply 2 their face on finisher, 3, kill at least some one and continue fighting.
In PVE Vengeance is pretty much worthless vs Elites, so if you go down and you’re being interrupted and there’s no one to heal you… Well, you know.
But in daily PvE, where 2-3 mobs down you you can pretty easily fight back and kill one to get up.

Honestly if they get you down when you’re alone you can smash the 2 button as much as you like, it will never buy you enough time to get vengeance off. you have a 1 second cast time on an interrupt to a short channel with extremely slow projectile velocity (can take nearly a second to connect even at point blank range) and even if you do get it off, you’ve just bought yourself 2 seconds … too bad about that other 5 seconds you needed for vengeance to become available.
In short if someone actually is asleep enough to let you get back up in vengeance, they deserve everything they have coming to them, otherwise enjoy the scenery on your run back.

Except of course, that the trait and skill are buggy as hell and don’t always (i.e. mostly don’t) trigger from when you kill something.
If it can’t/won’t be fixed, it needs replacing.

If you go down in a 1v1 as a war and the other player is decent they will either pop a skill for stability, stealth, blind, invulnerability, just block it with a pet or simply get up and stomp you before you can do anything else.
I hate vengeance. Throw rock is more likely to save me than vengeance.
I used to hate warrior downed state but after playing my warrior for a while I got used to it and I don’t think there are any problems with it.
The thing is, I’ve gotten so good at knowing if I’m likely to go down soon so I can plan better for it. That means I’m more likely to end up downed in a better position, figure out which enemy I’ll be able to kill to rally, or avoid going down at all. It feels reasonable to me. I don’t want a stronger/better downed state. I feel much less confident while downed on my alts.
Just play more and get more used to it. It’s not actually that bad.
