I am coming back from a long rest and i have Superior Runes of the Trooper on my Warrior and Guardian. I am almost certain they removed a Condition on my character before.
But the Description says " Shouts remove a condition from each affected ally. "
And I tested it out and it does not affect " ME " unless im doing something wrong.

Did it get changed during a patch or something ?

It should definitely affect you. Unless this sis something they stealth nerfed very recently.

almost decided to not purchase hot if this is true.

There were reports from Rangers it wasn’t working at least for new/renamed shouts. I could see where the programming might just need to be updated for the list of shouts the rune checks to see if it needs to proc.
