Showing 2 icons. I remember thief hat the same problem back in the past for some skills.

Mine is doing the same thing but has both icons open. The top one has 2,850 damage, the bottom has 1,890, otherwise they are identical in tooltip.

It’s no bug, the skill has been split between pve and pvp. The higher damage version is pvp only.
