Guild Wars 2

Guys i have a question? On the weapon skill page>axe, there are 2 skills and the 1st is grey,2nd unlocked. Why is that?
Also its my 2nd warrior and my 1st has them both unlocked. Is it a bug or what?

One is the PvP version which had its damage buffed.

PvE needs it’s damage buffed too. It should have near 100 blades damage, since it takes so long to cast and has a longer cool down. I say near because the advantage it would have over 100 blades is movement and dodging while using

Thanks alot for the answer. Is there any way I can unlock it in pve, it’s really annoying knowing its the way it is and I don’t remember how it got unlocked on my 1st warrior.
