Why is it that with 100% swiftness and 100% vigor 13/16sec I still get outrun?

There is some component to movement speed I’m missing, because I constantly get caught in WvW, despite spamming dodge with 100% vigor and having 100% swiftness through horn + signet.

Well there are movement skills like, Bulls charge for example, which you will move rapidly a great distance, or rush with the greatsword, or savage leap with the one handed sword.
These can be great for catching enemys that run a bit quick, like a thief or ele.

there are also some traits you can pick up that boost run speed when you are specced with certain weapons. You might simply be getting caught by players who are specced to finish off deserters from the battlefield.

Once you get hit and are “in combat” you start to go really slowly. Swiftness helps but not enough. I think, hypothetically, if you wanted to be fast like a spaz, you should have sword/warhorn and greatsword. Use warhorn and signet of rage for swiftness, use sword for its rush attack, then switch and use the whirling thing, and the greatsword’s rush attack too (maybe with the precision line’s GS recharge speed trait). Then use bull’s charge. And use the last trait line’s thing for ‘movement skills break immobilise’) and having some ways to remove conditions. If you have the boon duration increase, or some runes for swiftness, you can keep it up forever. Even without, warhorn and rage signet is a lot of swiftness.
Then, I think, you should win some races. Just make sure you don’t let your skills auto-target and rush back towards the enemy.

Only the highest speed boost is active; unless they have the speed rune-set or using leap/teleport skills they shouldn’t be faster.
In combat you have a speed penalty of 30%.

It’s definitely this debuff. There are enemies joining the fight late that aren’t considered in combat yet. They’ll have no trouble catching up to you.

Swiftness only stacks time as far as I know…
Maximum is 33% so I don’t know how you got 100% swiftness..

I suspect he means 100% uptime with Swiftness, but not sure.
