Dodge more. Use defensive utility skills if you have them (you’re not saying what level you are). Axe offhand is pure DPS, IIRC, so maybe use an offhand with more utility? (I happen to like axe/mace.) Look at your traits and see if you can’t find traits that help you survive better.
Also, what content are you talking about? Open world? Personal story?
But honestly, a Warrior shouldn’t really have survivability problems in solo content until you’re fighting either undead or Mordrem. If you’re absolutely frustrated, you might try Soldier gear, but that’s kinda like running with training wheels. Avoiding damage through dodging and positioning is a key combat mechanic in GW2, so learning it as early as possible is kinda, sorta a requirement.
When all else fails, you might look into condition builds (sword/sword for the Warrior, IIRC), as those tend to be able to get tankier than direct damage builds. They are only really useful in solo content, though.

When I did solo dungeons runs, I found that either full berserker (physical damage, with GS/Axe+X) or full rabid (condition damage, with LB/sw+sw) were pretty efficient. I did change my build regularly though, adjusting weapons, utilities and traits, depending on the situation (the type of boss to fight, the number of opponents, the need to rush through mobs and so forth).
I’ve never used soldier armor. Theoretically, I guess it could work, in that it may let you refill your CDs more easily. Resulting fights could however be too slow, i.e. either boring or risky (killing fast also means less room for mistakes). In any case, I think that you should invest more in assessing situations, i.e. study attack patterns and the likes, and think about possible responses.
For instance, if faced with three elites:
- Do you really need to fight them in the first place, i.e. can you not rush through?
- If you want to fight, is it better to stack them and dispatch them as a whole, or prioritize your targets and use kiting / positioning?
- Are the targets vulnerable to conditions? If so, rabid build can be pretty comfortable to use.
- How should you defend? Do you need stability against some bumping opponents? Should you maximize vigor for better dodging tactics, use blocks, use cripple/immobilize when kiting…?
