Account Name Change Denied?
Generally account name changes are given if it’s based on real world information but maybe they don’t consider last name only to be sufficient. You can try to discuss it further with them by updating your ticket but if it doesn’t cross the privacy threshold they have set then it’s unlikely it will be changed.

They do state to think carefully before creating your account. And it’s a security matter. A hacker could hack your email send a message to anet to have the account name changed, making it even harder to regain your account.
It’s also keeps people from doing something their not supposed to be doing in the game, and go into hiding under another pseudo-name or alias.
There are two terms I would like you to remember though.
“Buyer beware.”
“Read the fine print.”
When you created the name you used for the account, you also signed an agreement with two button options. “I agree”, and “I disagree”. And if you have account, I can only state that you did press the “I agree” button. The policy statement and contract you “signed” shows policy issues in relation to Privacy.
Still, make a Support Ticket, just like Astral said above, you maybe lucky. If your unlucky I would suggest to go back and read the Policy/Contract that you signed.
I’m not sure anyone would know it is a family name, save for you coming on the forums and announcing it.

Did you tell them it’s your family name or just request it to be changed?
Every other instance of someone asking for a change based on a name has been honored (as far as I have heard). Keep in mind looking at your account name it is NOT obvious that it’s a common name that the average CS person would recognize.
Maybe this is just a misunderstanding and you need to clarify WHY you made the request.

Hey all,
I made my account name based on my family name a while ago and now I just feel like it’s invading my privacy, I just don’t feel comfortable playing this way anymore. I asked to change it for something more fictional but they said they don’t change it upon request which doesn’t make sense since it’s a privacy issue.
Don’t I have the right for privacy?
I Google’d your name, and can’t find you. I think you’re safe for now.
