It’s Friday night, Anet doesn’t always respond on every post. If you want to discuss your ticket further you can email them, or you can post in the thread if it’s been longer then 3 days, but Gaile can’t really reply to every thread all the time.
Based on what was written in your last email, sounds like you’ve been hacked twice, so it’s more on your end. They only give 1 account restoration per account (lifetime) and you already used it. Thus, you can’t get another one. And Gaile has stated NUMEROUS times in other posts about the issue with all the account hacks, people are upset it’s taking so long to get responded to because their is a massive back log of tickets due to all the refund requests with the wardrobe changes. If you have read any of the other posts you would see that. When you want to start a conversation with them, at least you should possess all the information for yourself beforehand.
They aren’t going to reply here. The breach wasn’t at their end. Someone got enough info from your system, likely though compromised e-mail account, to add an authenticator and then it was easy to jack and empty your account.
And since this wasn’t the first time and they made clear that only one restoration per account you are SOL. Maybe you need to evaluate your e-mail and computer security habits rather than lash out at them.

If you have not been compromised before, you need to update your ticket and explain that.
One of the reasons you may not be getting responses is that the ‘hacker’ may have access to your email account, as well, and is intercepting your email from ArenaNet.
You should make extra sure your email account is secure, or better yet, create a completely new, never-been-used email account and contact CS anew.
Oh, and it is not possible to set your computer so only you can log into it from your home IP address. It is possible to have to authenticate if someone tries to log in from another address, than those validated and remembered. Perhaps, that is what you meant. It really isn’t clear if you had email authentication enabled, or not.

my email is secure.. i get the email on my iphone instantly..
i have told them everything many times.
yes only my ip address is granted access to the game, so only my pc. otherwise I am emailed about it to either allow or deny access….
perhaps you guys should read what I have put here clearly…
its not possible for people to get information from my system.

Since you get emails instantly on your phone, I’m confused about why you say you get no responses.
Regardless, this is not something for the forums, but for you to discuss with CS. You can, however, ask for a review in the dedicated Sticky (Tickets 3 Days and Older).

This is absolutely true. The account hacks that people are posting about are not related to a Guild Wars 2 or ArenaNet security issue. The account compromises, or “hacks,” are happening because of personal security breaches, and most commonly they involve a “hack” of the e-mail account, too, which makes resolving them that much more difficult. (The hacker intercepts the e-mails, wipes the in-box, and the player never knows what happened.)
We will help, to the best of our ability, but ultimately, your personal security is your responsibility and there’s only so much we are able to offer. Repeated account restorations would be harmful to the game economy and therefore would have a negative impact on all players. Repeated restorations also creates an expectation that no matter how poor someone’s security practices are, ArenaNet will help them with yet another “do over.”
Please know, I never make light of security breaches. I fully understand and am sympathetic about how devastating a compromise can be! But statements like, “This guy was hacked, OMG it’s Anet’s fault” and nothing more than meaningless conspiracy theories, without a shred of fact behind them.
Please let us help you – we’re committed to doing so! Please share all your concerns and questions and requests within your ticket. But please do not cast about for someone else on which to place blame for a breach in personal security.
