This is absolutely true and the team will try to help. We have a lot of players with multiple accounts. They might write to tell us their several account names (log-in is an email address for both GW and GW2) and give us a (sometimes lengthy ) list of their serial codes.
If the agents are able to match up the codes with the accounts and the verified account owners, they’ll do so and then offer as much assistance as possible.
Don’t worry, this happens, and the team is accustomed to sorting things out.
I have no idea why you’re being “forced fed Outlook Express” but that is not coming from us. Simply send an email from your personal email account, provide the info above, and the team will help. If you’re able to use the support site, so much the better: https://support.guildwars.com/home. You can provide all the information about the accounts in a single ticket, just one the info from whichever you choose as the input field at the beginning and submit all info in the body of the ticket.

I have no idea why you’re being “forced fed Outlook Express”
I suspect the user normally uses a web-based email system (gmail or similar) and have never configured or installed an email application. When they click on email hyperlinks, it’s launching their default mail program, which is outlook express.

Of course, this is the problem, the form at that link is inadequate and cannot deal with this issue at all because it cannot hold the information required. If I knew what key codes went with which accounts I could put in a specific code, but I do not. If I guess the wrong code then both of my accounts get banned or I at the least lose the use of the working account while trying to get this resolved. I provided all the key codes I have firm copies of, all appropriate email addresses, and listed a character each for each account. Now, I am being required to fill out a form I have attempted to fill out multiple times which cannot be filled out because it is inadequate to the task. So, exactly how is it possible to get customer service to get secondary account active for me again while not screwing up my active primary account?
For one thing, every time I fill in the description and hit send it responds with Specific Issue cannot be blank, and refuses to send it in. Though it is filled out, the page refuses to acknowledge that it is filled out.

That particular error is caused by not selecting a choice from one of the 2 drop-down menus, usually. Make sure you have chosen something for each one.

You do no need your serial codes but the other info becomes more important. I’d say the MOST important is the CC info you used to buy the account originally, but your character names, and other in-game info is what they use to determine you are not a hacker trying to compromise the account.
As stated above, a few of the drop down boxes are rather difficult to see on that page so look carefully for fields that need data you have not selected or filled in.

Obviously, anything that is not generally known is valuable in establishing your ownership of an account. Put it this way: Anyone could learn your Display Name simply by playing the game. But learning your Account Name (your e-mail address) is far less likely for a would-be account thief to know, your birth date less likely, and naturally private information like the last four digits of your credit card is even less likely to be generally known.
The more info you can give, the more questions you can answer, the better. Any bit of data is just a single bit, but the aggregate is what verifies ownership of the account.
