Account stole, but recovered. What to do?

I am posting on behalf of a friend of mine with the following:
I don’t imagine that A.N. would have any sort of rollback for this sort of thing?
Even if not, I really just want to know what should be done to best protect the account from being recovered and/or stolen again?

Regarding your question about account security, the best way is to have a strong password (also, unique if possible so it isnt shared with any other program you might have) and to use the mail and mobile authenticators.

what if you don’t have a smartphone are you still able to get an authenticator?
Wouldn’t it be wise to add a security question or something to the password recovery page? If someone had hacked my account once already then they should have access to most of the information on that password recovery page. Email, Character name, and if you have the digital edition, the serial code is probably in your email too.

The serial code is normally not used in conversations with Anet (except you have to send it, if you have to prove your ownership).
I have no smartphone authenticator. Usually it is sufficient to have an email address and a password that is not used for other services.
Often it might be the email address and the access to it that has been corrupted and that is the way the attackers use. So make sure, that your PC is clean and that nobody knows access to that email account.
Anet has some good information regarding security – read it. It is a really good excercise.
