I had this same problem last night and had to submit a ticket for it. I got the confirmation email thanking me for my purchase, but no gems. When I checked the GW2 website/twitter/etc I saw the information that the shop has been down for maintenance.

That’s fine, but what’s not acceptable is allowing me to make a purchase and charging my credit card when the shop is incapable of delivering the merchandise immediately because it’s offline. Why even allow us to access it at all when it’s offline (and according to the updates it had been taken offline well before I made my purchase).

Give it time. The entire system that deals with that is offline right now, and they were having issues beforehand where it was taking several hours for the gems to come through the system.

Once its up, if youd ont have them within a few hours, file a ticket, or at worst, consider a chargeback.

Remember though, with a chargeback, they can suspend your account until its sorted. This is to stop fraud, and is a necessary feature.

To the OP: I suggest you make sure your mail box is empty — I mean completely empty — and then you log out and log back in to see if the purchase appears. If not, contact Support.

I don’t know if Anet’s stance is any different but NCSoft’s policy on chargebacks, certainly on City of Heroes, was to permaban the account. Personally I’d wait for a CSM guy to respond to the ticket and get it resolve slightly more amicably.

It’s typical for vendors to take aggressive action against chargebacks, as there’s typically a fee the vendor themselves has to pay in addition to the loss of money from the charge.

You definitely don’t want to chargeback something from a vendor you want to do business with in the future.
