Changing country. Help!
No that doesn’t matter. You will still be on the EU server. Your ping might be bad though.
You don’t need to do anything really, just confirm the new IP location.
The 2 different server types just serve as storage for your data. Where you access it is unimportant. If you absolutely really want to switch, you can buy gems to switch from a EU server to an AN server.

Your account it yours and you can access it everywhere.
So there should not be a problem, unless the country itself has limits to access.
As for changing servers, you could do that by simply buying a transfer with gems, keeping your existing account. Or if you wanted some sort of fresh start, you can also delete all your characters and then move for free. It will render some items useless and delete the ones you didn’t put in your bank.

That post is from ~18 months ago, and…yes, indeed….they changed their policy at the time of game release. The only restriction, as far as region-locking goes, is that one must purchase the key for the client in the region where the game will be registered. Once that is accomplished, and the game is registered, you are free to play from any region.
