I suspect they won’t be able to do anything about making a soulbound item account bound. If you bought the gems with real money then they might refund the gems so you can use those gems to buy a new tool when it becomes available.
If you bought the item with gems purchased with gold, you might be out of luck. Those gems appear to be tracked differently and from other threads I’ve read, they can’t give you gems that are bought with real money to replace gems gems bought using gold.
If you unequip it and put it in your inventory, you can still visit the Black Lion Weaponsmith and have it exchanged for an account bound version.

He can’t un-equip it from a deleted character. In the past, items soul-bound to deleted characters have been lost, as there is a warning message shown before deletion.

If they asked you to destroy it, that’s a good sign. Otherwise they would have simply told you there was nothing they can do.
